After upgrade to x11-base/xorg-server-1.9.2 and x11-drivers/xf86-video-intel-2.13.0 Ctrl+Alt+F1 (F2-F12) not work from X.
KMS is ON following x11-drivers/xf86-video-intel elog postlog.

any suggestions?

Did you follow the strong advice about disabling things like uvesafb, etc.
in your kernel. Attach your kernel config. Check your bootloader settings.

So, probably INVALID.
Unset CONFIG_FB_VGA16, CONFIG_FB_VESA, CONFIG_FB_I810.
Remove vga=0x0361 from the line.
Don't use pastebins for bugzilla reports.
