iproute2 builds a helper library called libutil.a, and stores it in ../lib

This path is explicitly added to LIBRARY_PATH towards the end of the linker command line (-L../lib) via a LDLIBS flag.  However, system library paths are usually added in make.conf via LDFLAGS, which is prepended much earlier on the command line.

This can cause builds to fail when there is another library named libutil.a, for example, /usr/lib/libutil.a from sys-libs/glibc-2.10.1-r2

A fix is to prepend -L../lib to LDFLAGS, and not specify it in LDLIBS.

no, system -L/-I paths should not be in make.conf.  this is the whole point of using sysrooted cross-compilers.  there are many packages which randomly fail when doing this sort of thing.
