dependencies of the ebuild don't mention kpathsea as requirement.

dev-libs/ptexenc similar story, although its configure doesn't check for it, it fails to compile because it can't find some kpathsea/xxx.h header.

dvisvgm depends on tex-base which was the old way to provide kpathsea (and more)

please provide a log for ptexenc.
