2.6.32 is a next lts linux kernel (after 2.6.27). Why not to keep linux-headers-2.6.32 as we do with 2.6.27 in portage tree?

Maybe because there is no significant difference between 2.6.30 and 2.6.32... Maintaining a specific version simply because of these arbitrary numbers makes no sense.
