Bug 34665 – Chap 9 inconsistency

It says that portage will be updated in the bootstrap process. 
it should be noted for stage2/3 users. Portage will aslo be updated during an
emerge -u system process.

i don't think we need to put a note for stage2/3 users here. For stage1 users, it's important though since it will break things if they emerge -u portage before bootstrap process.

any thoughts from other devs?

- Don't use <note> if not needed
- Don't forget to update the handbook too

There you go. Small fix, but I believe it is the most easiest. With this, users don't hyperventilate if they see the "warning" from "emerge sync" and aren't searching for a fix (as a real "fix" isn't necessary).

Thoughts? Opinions? Review? :)
