When emerge ati-drivers (latest 10.10 in ~amd64), the portage will report "missing apropriate xorg-server-", when looking into the elog, i found "qatom, no such file or command". It appears to a component of "portage-utils". After emerged it, ati-drivers installed properly without further warnings.

Reproducible: Always

Steps to Reproduce:
1. a latest clean gentoo dist, after emerge -avuDN system world. (I'm using 2.6.36-r1 kernel, without fb support in config & agpart built as a module)
2. echo 'VIDEO_CARD="fglrx"' >> /etc/make.conf to avoid building xf86-noveau/radeonhd/intel
3.emerge ati-drivers
Actual Results:  
missing qatom and report ebuild error

Expected Results:  
emerge portage-utils automatically before it
