net-dns/dnsmasq fail to stop if no logger is running. Init script should 'use' logger.

Reproducible: Always

Steps to Reproduce:
1. Stop logger
2. Stop dnsmasq
-or-
1. shutdown system, logger (metalog in my cause) will stop before dnsmasq is stopped.
