Nothing[1] of this has happened for the meeting on 2010-10-26.

This reflects badly on the current council and IMHO a "slacker point" for Brian is justified.

he's not on the current council any more, so is this bug still worth dealing with?  (e.g. for historical reasons)

I believe slacker points only have a serious consequence once two have been acquired (it results in one being expelled from the council); I would agree that the bug can be closed now.
