The package links against media-libs/glitz, so this dep should be reflected in the ebuild.

No, glitz is obsolete and media-libs/cairo removed the USE="glitz", if you rebuild your packages using the new cairo, then imagemagick won't link to glitz anymore.

I found re-building librsvg worked, but probably running
lafilefixer --justfixit
will work also.
