When I "emerge -p postgresql", I get: 
 
(/home/joed)#emerge -p postgresql 
 
These are the packages that I would merge, in order:

This machine is a server, and does not have X installed.  I think it may have 
something to do with needing tk.

check your USE flags (with emerge -pv)
