PIECE OF CRAP

Broken by latest gettext stabilization:
Works with 0.17-r1, fails with 0.18.1.1-r1. Independent of perl version.

I'll test some rdeps and disable the test then.

0.40.1 works with gettext-0.18*.
I disabled the tests for older po4a versions.
