The ebuild is currently missing the dependency on kstyles (for oxygen themeing).  The following should be added to the RDEPEND array: $(add_kdebase_dep kstyles).

Steps to Reproduce:
1.Install KDE
2.Launch Oxygen Theme
3.

Actual Results:  
Oxygen items and theme are unavailable.

Expected Results:  
Oxygen is available and used (especially if it previously had been used).

Resolving as invalid because kstyles is not a part of kdebase-runtime upstream (it's in kdebase-workspace).
