Bug 339924 – media-gfx/gimp-9999 fails emerging and ask for dev-util/gtk-doc when USE flag is not set

When I try to emerge media-gfx/gimp-9999 and the doc USE flag is not set it asks for dev-util/gtk-doc.

I had to install gtk-doc.



Reproducible: Always

Steps to Reproduce:
1. Add "media-gfx/gimp **" to /etc/portage/package.keywords
2. emerge gimp

Actual Results:  
It tries to locate gtk-doc and it fails.

Expected Results:  
The sofware should't ask for gtk-doc cause the USE flag is not set.
