net.eth0 v 1.32 line 62 addition results in "eth0 is not plugged in or has no
carrier signal"

commenting out the v 1.32 line 62 changes (lines 66, 67, 73-76) results in
normal operation.

Reproducible: Always
Steps to Reproduce:
1. update net.eth0 to v 1.32
2. reboot
3.

Actual Results:  
eth0 is not plugged in or has no carrier signal.
eth0 does not come up through script on boot.
dhcpcd eth0 after boot works

Expected Results:  
eth0 should come up normally
