I read somewhere wget would now autodetect whether using ipv6 or not. Saw emerge
upgrading wget and suddenly it can't use IPv6 any longer. I didn't see it check
for IPv6 anywhere during the configure. Re-implementing the USE ipv6 again
seemed to fix it, though!

Steps to Reproduce:
1. emerge wget-1.9.1-r1
Actual Results:  
wget no longer supported IPv6

Expected Results:  
working IPv6? :)

re-implement the old useflag for IPv6

With this patch for the ebuild I got working IPv6 support back.
