The link on the packages.gentoo.org website points to http://www.kernel.org/pub/linux/kernel/people/horms/kexec-tools/ . It is broken. I am not sure what is the correct URL, possibly http://kernel.org/pub/linux/utils/kernel/kexec/README.html ?

as far as i can see, the reporter means the HOMEPAGE field in the ebuild, at least at sys-apps/kexec-tools/kexec-tools-2.0.1-r1.ebuild
