Not all versions of networkmanager-pptp properly depend on pptpclient and ppp. If ppp is not installed, the configure script fails to run. If pptpclient is not installed, then when one tries to connect to a VPN, a toaster error is reported very nicely to the user, and a detailed error message about missing pptp is printed to syslog.

At least pptp is an RDEPEND, and ppp seems to be a good candidate for RDEPEND as well, though I have no proof.

The ppp USE flag is used to enable/disable support for ppp although it still builds the ppp plugin interface. Although, it was only the most recent version that had this type of support from upstream.
