For build splashutils need /usr/lib/libjpeg.a.

Is there any chance that this dependency would not be necessary in the near future or that there is a way to work around that?

I don't think there is an easy workaround for this dependency.  The reason for that is that splashutils needs to be statically linked so that it can work in all stages of the boot process in case a separate /usr partition is used.
