After investigating more it seems that one test fails if curl is built against nss. Another one has already been reported upstream: https://www.gnunet.org/bugs/view.php?id=1603 (accessible only after registration)

This is correct, but the situation is worse than it was because now curl is failing almost all of its tests due to its ssl backends.  See bug #285669

I just bumped to libmicrohttpd-0.9.21 and tested again.  It seems that this is no longer an issue so I've dropped the constraint that if the tests are run with ssl, then curl must not be built with gnutls as its ssl provider.  Reopen if this bug returns.
