The static variable actually makes the Apache modules built-in rather than plugins, but by no account it makes Apache fully static. It would be nice to have that renamed somehow. On my preference it would also be enabled by default but I guess that's going to be very subjective.

At the very least, metadata.xml should describe what it actually does in the context of Apache itself.

Well they had "static-modules" useflag earlier and somehow dropped it in favor of just "static".

This confused me, too - because I don't want a fully static apache, just modules built-in.

Thank you for report. I've added local description for now. Later it'll be good idea to fix this issue as currently it's not trivial as eclass revbump will be required. I'll keep this bug opened.
