There was a lot of cleanup in overlay and I guess someone forgot to add the flag back. I cannot test this just now but, from my point of view, this looks to me like invalid since after reviewing evolution configure scripts I couldn't see any option related with exchange. Also, reading NEWS file in /usr/share/doc/evolution-2.30.2-r1/NEWS.bz2 I can see the following change:
Bug #456240 - Move exchange plugin to exchange package (Milan Crha)
Then, I would try to simply emerge evolution-exchange package
