bootstrapping fails with emerge not knowing what to do

Reproducible: Always
Steps to Reproduce:
wget ftp://ftp.uni-erlangen.de/pub/mirrors/gentoo/releases/x86/1.

try use a public gentoo-rsync mirror and sync again

seems your local mirror is corrupt
