Same problem happened to me. I worked around the problem by pausing my emerge and commenting out the line in /var/tmp/portage/gnome-extra/gtkhtml-3.28.3/work/gtkhtml-3.28.3/components/editor/Makefile "am__v_lt_0 = --silent". Somehow, automake is wanting CC to get the --silent treatment, but doltcompile is getting confused somehow by this and crashing. I don't know enough about automake, and don't have enough time to investigate why this is happening, but the workaround I mention above can probably be add as a patch to the ebuild.
