I've done a first pass on emerge, marking translatable strings. This should
allow people to start translating portage into their native language. As only
strings have been marked, there should be no functionality change.

Reproducible: Always
Steps to Reproduce:
1. Speak a language other than English
2. Run emerge
3. Expect emerge to speak your language

BTW, the .pot file is just for demonstration, as the paths it contains are
only
valid on my machine!
