Axel is a download manager so I think it should go to net-misc (same as "wget")
or in net-www (like "prozilla"). don't know, you choose :)

axel description from its main site:

Axel does the same thing any other accelerator does: it opens more than one
HTTP/FTP connection per download and each connection transfers its own,
separate, part of the file. It may sound weird, but it works very well in practice.

oh well, didn't know about lintool. wasn't my name supposed to appear somewhere
