patch to add USE=static-libs support to libxml2
We don't remove .la files until all or a sufficient amount of libs depending on it removed theirs. Otherwise this will result in big .la files breakage (yes there is lafilefixer, but I don't like that solution). If we are not going to apply this maybe we should close as wontfix then :-/ The team's position on .la files has changed. Maybe we should do this with the next bump.
