If "static" statement is used inside the USE varible in /etc/make.conf before 
compiling from stage 1 to stage 2. 

This will also break an existing Gentoo system when doing an
emerge --update world --emptytree and similar. 

Please update/correct the"Gentoo Guide to USE flags" in 
http://www.gentoo.org/doc/use-howto.html

I have removed mention of it in the HOWTO, because it is really just a
developer-only flag.  Also, not all developers, just the system and install CD
personnel :)
