The program simply ignores the TransferRate option in the config file. 

Reproducible: Always
Steps to Reproduce:
1. Put TransferRate in proftpd.conf 
2. Try to download 
3. You can download at full speed 
Actual Results:  
I was angry 


Please make an ebuild about the 1.2.8p version to proftpd and mark the 1.2.9 rcx 
unstable!

Please test 1.2.9; the ProFTPD developers have put work into the TransferRate
directive.
