It appears that arfrever@g.o fixed this about an hour after your last --sync <http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/dev-libs/xmlsec/xmlsec-1.2.16.ebuild?revision=1.2&view=markup>. There is some weirdness with calling use_with with 3 arguments, that led to the ebuild passing --with-openssl instead of the intended --with-openssl=/usr. The upstream ebuild assumes that --with-openssl will always receive an argument which is a path to the openssl area, so it reacted poorly to the implicit value of 'yes' supplied by autoconf when the ebuild did not provide a value.
