might resolv a wish of unbundling jbig2dec from ghostscript-gpl, see http://bugs.gentoo.org/show_bug.cgi?id=206893#c7

I've committed it into sunrise overlay http://overlays.gentoo.org/proj/sunrise/browser/sunrise/media-libs/jbig2dec , it will be available there ( http://overlays.gentoo.org/proj/sunrise/browser/reviewed/media-libs/jbig2dec ) after review.
