x11-misc/gkrellweather-0.2.7-r1 
does not require  
x11-misc/bbweather 
although it seems to need this before it will work

nope, it works fine without it.  I have gkrellweather running on here for months
without bbweather

There IS some missing dependency. 
gkrellweather requires a programme called GrabWeather 
which is not provided by gkrellweather. 
It is provided by bbweather, but maybe something else as well.

GrabWeather is installed, it's just in the wrong place.  Take a look at the
CONTENTS file for the package.  I'll try to fix it later today.
