It was working (probably before the USE flag was added, I don't remember) and then it stopped working, and then I remerged thunderbird with USE="-system-sqlite" and it started working again. Not a dup. I did have to change the configuration setting at some version bump when the default changed to off, but it was working after that before this problem appeared.
