=net-fs/samba-3.0.37 depends on dev-libs/iniparser, but the ebuild doesn't depend on iniparser (although every other version of samba does).

Reproducible: Always

Steps to Reproduce:
1. emerge iniparser
2. emerge samba
3. emerge --depcelan
Actual Results:  
"emerge samba" fails if "emerge iniparser" isn't run manually first, and once samba is merged successfully, "emerge --depclean" wants (incorrectly) to unmerge iniparser.

Expected Results:  
"emerge samba" should pull in iniparser as a dependency such that it merges correctly, and once it is merged "emerge --depclean" should be happy and report no packages that need to be unmerged.

Samba 3.0.x is no longer in portage tree.
Please test this behaviour with samba 3.4.9 (current stable)
