There's an 'air' theme for KDE which comes preinstalled with kdebase-meta. A part of this theme are the streaks on the panels (which look like reflections) and the background design of the lancelot part (if you've a menu sorta off it) which contains the bubble like designs; all of this is missing if after you logout or reboot. You have to reapply the air theme (after temporarily switching to the oxygen theme) to fix this issue. Thus, it can be said that these effects only persist if you've just applied the theme.
