this proposed snipped doesnot work for me.. (on xorg-server 1.6.5-r1)
<merge key="input.xkb.options" type="string">terminate:ctrl_alt_bksp</merge>

whereas this works:
<merge key="input.x11_options.XkbOptions" type="strlist">terminate:ctrl_alt_bksp</merge>

the snippet of code (first) worked fine for me today that snippet is from 
http://www.gentoo.org/doc/en/xorg-config.xml

xorg-server is version 1.7.6

Newer xorg versions no longer use HAL, and drivers now ship xorg.conf.d snippets by default. Problem solved.
