The nagios web interface is installed to /usr/share/nagios. While webapp-config reads from /usr/share/webapps. To make installation easier and since it is a webapp I believe nagios should be installed in /usr/share/webapps.

Reproducible: Always

Steps to Reproduce:
1. emerge nagios
2. ls /usr/share/nagios
3. ls /usr/share/webapps

Don't think so, it is usualy installed on boxes whose only purpose is to monitor devices. Plus noone wants to run two or more instances of the Nagios webinterface on a host.
