I had to use a patch to change the ebuild to get festival to work with the speech-tools that were installed in the $EPREFIX area.

I also needed to patch the app-accessibility/speech-tools to get it to work on Solaris 10 x86

I also did emerge speed-tools and festival successfully (had to add keywords):
