get-mirror-list-source.rb

Possible starting point, parses mirrors3.xml on the web and outputs all of the mirrors we have in a space separated list. Just need to remove the rsync mirrors and get it in the correct "gentoo\t<list>" format.

Decided to go another direction and only list distfiles.g.o mirrors because users can still set their favorites via config file..
