If you stick something into /etc/portage/package.mask, then it's your problem to solve unsatisfied dependencies resulting from that action. dev-lang/mono-2.4.2.3 is keyworded stable and is not masked anywhere.

I do it specially, because I have mono-2.6.1 unmasked

Well, you apparently do it wrong. You need to stick virtual/monodoc to package.keywords as well. Invalid bug.
