Which versions of kde exactly have you tried? How about 4.3.5 and 4.4.2? I have tried 4.3.X, 4.4.X including 4.4.2. It used to work in 4.2 for some time. Upstream decided to support only the primary batteries. There is a bug up there. You can probably close this. Upstream was very annoying. I think typical case of "I don't need it so you must not need it either". I since then moved to gnome-power-manager, which shuts down or suspends my system gracefully during power outage. See upstream bug report for more details. ?? There is no update since march. Anyway, I am subscribed to that bug. If it ever sees the light of the day, I will know.
