xorg-server-1.6.5-r1 cannot build when libXext-1.1.1 is installed as the headers differ from what it expects. Downgrading libXext resolves the issue.

Reproducible: Always

Steps to Reproduce:
1. Install libXext-1.1.1
2. Try to install x11-base/xorg-server-1.6.5-r1

INVALID (actually a duplicate of a few bugs).
As you are in unstable, that lib and 1.7 server work.
Currently there's no EAPI, that supports deps with range,
instead of either max or min.
