a2ps shared files are installed into
/usr/share/a2ps/a2ps

but the configuration file (/etc/a2ps/a2ps.cfg) is configured
to /usr/share/a2ps

the result is that a2ps will be broken until you fix the
configuration file.

They are not:

at least app-text/a2ps-4.13b-r4 installs all shared files under /usr/share/a2ps;
a2ps.cfg points to that same place.
