fix not working encoding options for -i garmin
With patch, command:
gpsbabel -p "" -w -r -t -i garmin,encoding=windows-1251 -f usb: -o gpx -F
1.gpx
properly convert names of waypoints, when received waypoints and tracks
from russian localization garmins devices.

Patch for gpsbabel-1.3.6 I submit to gpsbabel:

Has this been incorporated into GPSBabel 1.4.2?

No, i test 1.4.2 version. Option 'encoding' not supported in code. Without it - waypoints in garmin with russian locales gets by gpsbabel with '$$$$$$' name.

The patch is not applying cleanly for the 1.4.2.

Please make upstream accept the patch as we do not patch new features that were not accepted by upstream into gentoo-shipped packages.
