sys-apps/file fails to get right compiler/linker environment when crosscompiling

Reproducible: Always

Steps to Reproduce:
1. USE=python cross-emerge sys-apps/file

Actual Results:  
fails building the python extension

Expected Results:  
build and merge

make it cross-compile, not sure if this is the 'right' way but it seems to work
