The source builds, but installation currently fails due to  misplacement of files. Looking further.

axis2c-1.6.0 ebuild that successfully installs axis2c into /opt

Next steps are to have the ebuild install in /usr. More on this later.

It looks like this project was abandoned before this bug was even filed. Last release in 2009.
