Per bug 283320 and the upcoming changes in linux-info where linux-sources are no longer required to compile anything not a module, you MUST check and correctly handle the absence of a kernel configuration file.

Having an option not set, or configs not present to check, a warning should be issued, but the ebuild should NOT die.
