Trying out openrc on my stable machine, I noticed that it requires sysvinit 2.87, but there was no blocker bug listed for this in the tracker for openrc / baselayout2.

Not sure if this is completely ready for stabilization yet (works fine here, anyway), but thought it would be nice for adding to the blocker list.

The latest versions of sysvinit will have to be stabled at the same time
openrc goes stable, so the tracker will actually become a request to
stable both of them.
