This is output of command: gnome-power-manager --verbose. I started it, and in one moment I pressed key combination for raise a LCD brightness level on my netbook.

Perhaps this link will be help full: https://bugs.launchpad.net/ubuntu/+source/hal-info/+bug/415023 A temporary solution could be to install xfce4-power-manager and run it instead of gnome's one.
