In portage.py, the current (2.0.49-r7) permissions are 0644, however they should be 02755.

This is relevant on the chmod on lock, state, and .distcc.

Included for -r10

Why 2755 ?
2770 makes sense...
but 2755 doesn't really seem achieve anything.
