There is a new ebuild for libcgi from http://libcgi.sourceforge.net/.
I added a patch to compile somewhat cleanly

This patch adds the $DESTDIR variables and a SONAME linker flag

I didn't test this package, if it installs in parallel with other cgi libs (aka dev-libs/cgilib or dev-libs/fcgi).
The Makefile has to be fixed, the patch is send upstream.
The configure script could be fixed, i.e to detect -fPIC flags automatically. Not done yet.
The linker only spits out libcgi.so without additional links libcgi.so.1*. Not fixed yet.

The package looks old and the mailing list not used since a couple of months, but in freshmeat there is some activity with this package.

dev-libs/libcgi and dev-libs/cgilib got the same namespace.
added an excluding dependency

submission. We also apologize for not being able to accommodate you in a timely
manner. There are simply too many new packages.

Allow me to use this opportunity to introduce you to Gentoo Sunrise. The 
sunrise overlay[1] is a overlay for Gentoo which we allow trusted users to 
commit to and all users can have ebuilds reviewed by Gentoo devs for entry 
into the overlay. So, the sunrise team is suggesting that you look into this 
and submit your ebuild to the overlay where even *you* can commit to. =)
